At the last CPPMWC OCT 27th meeting the subject of Canyon Vista came up along with the word "LAWSUIT". The Board told us they couldn't talk about it! Well after a bit of digging now it seems terribly clear why they won't talk about it! What a can of worms the BOARD has created for us shareholders!!!!Legal fees, hush money, you name it. Embezzlement means Rate hikes pure and simple.
I believe the basic issue is that a pipeline was laid by Darel Davis' contruction company that was based on an uncertified survey and that we the shareholders FINANCED this "project".
It is my understanding that if a property owner is too far from the main water line that they would incur the cost of laying pipeline which should include surveying, engineering, permit costs etc. etc. etc.
Instead, it appears the "good ole boys" are trying to wrangle a fast one on the shareholders by having us PAY for this venture and by justifying this embezzlement as "necessary rate increases".
Here are some public facts that should be addressed by the Board asap!!!
1. There is a "mechanics lien" filed AUG 2009 by former CPPMWC Field Manager, Darel Davis against Cedarpines Park Mutual Water Company. HINT: Follow the document trail by the referenced APN.
2. The Canyon Vista property "in question" is owned by former CPPMWC Field Manager, Darel Davis.
3. Former CPPMWC Field Manager, Darel Davis will be serving on the Board of Directors for Crestline Village Water District. AND NOW DEFINITELY I no longer want to entertain any talks of merging with that water company!
4. In 2000 the California Board for Professional Engineers and Land Surveyors took disciplinary action against the "Land Surveyor" for violating the Business and Professions Code sections 8762 and 8780 by failing to file 14 records of
survey stating He performed the land surveying in a negligent or incompetent manner. The Canyon Vista "project" used this same Surveyor!
5. Howard McLeod, CPPMWC Director/Treasurer was not at the OCT 27th meeting and WHY? Seems suspicious but he owns a lot of VACANT property near this Canyon Vista debacle. Is he somehow looking to benefit in the future from this "slight of hand" deal he and his Board buddies concocted?
6. Former CPPMWC Director, Bob Friedman, attorney at law, looks like he may have his fingerprints on this sneaky deal. Hense his recent voluntary retirement from the Board in July? Is it possible that paperwork from the office is missing after Mr. Friedman's departure?
7. Current CPPMWC Board members, Perry Dahlstrom, Bill Steiner signatures might be linked to the "will serve" letter. Do you think that document is available if requested?
These issues need resolving now and the expense should be borne out by the Board members and associates involved. SHAREHOLDERS be aware there is a section in Corporation
Law whereby the Board members can be held fiscally liable. Wake up everyone it's time to be active and get rid of this board. As for the Office people? GONE! Sonny Gowan gave his 30day notice last Oct 27th. His wife has not been seen since,
BUT we are still paying her salary so don't feel too elated by that news.

I thought we were through with DD but he is back over in Cedar Glen doing foundation clean ups.

Canyon Vista is a street name.
The property in question is located in Cedarpines Park.

PUBLIC COMMENTS: Visitors Darel Davis and Rose Wiegand were introduced. Both will be joining the Board in December 2009 as Directors, replacing Directors Clanin and McGehee.
yes indeed, appears to be very active in the communities. I have read most of the Cedar Glen threads related to DD and your former/current water companies - unbelievable that business as usual is still SOP and spread to CPP. The District did not go out and recruit Darel. Darel and Rose were up for election. The board of supervisors appointed Darel and Rose in lieu of an election. I think the board has 2 from Crestline and 3 from Lake Gregory.
Their District is not just run by one person.
There is a legal, engineering, auditing, managerial, accounting all under the direction of the board.
A small company like Cedarpines have some major things against them.
For one, they are a one horse outfit.
Also, they cannot afford enough people for back up.
They have always had one person to account for the financials which lends itself towards embezzlement.
When you have multiple people doing the finance there is a check and balance. This has not been the case with CPP
In CPP there are just not enough people in the field. You lose one person and you have lost 1/2 your workforce.
I think a post such as this: Canyon Vista LAWSUIT means Rate Hikes for Shareholders, is the type of thing that will get person sued.

Getting sued would probably just start a counter suit. Talk about alot of wasted money. I sure hope CPP Water Company problems won't get any worse. The shareholders are like children in a divorce, we (the shareholders) have little to say about what is going on, and we end up paying the most!
